Cleft palate and pet insurance; Hereditary or pre-existing condition?

I have a kitten with a cleft palate and I'm think about finding an insurance plan for him since it's likely that he'll need many different vet visits and even a few surgeries. Some pet insurance plans cover hereditary conditions but not pre-existing.
What would a cleft palate be classified as? I don't think cleft palates are really hereditary, but they are -genetic- or environmental. What do birth defects fall under?
